Sacramento grows more vibrant and economically competitive every year. Our business and community leaders drive strong inclusive economic development, in part, by gathering great ideas from around the world and adapting them to our local needs.
This year’s program will continue that history as the Metro Chamber’s Study Mission will take members to Toronto, Canada on an extraordinary discovery effort. We will experience and learn from Toronto’s unique approach to strengthening community through the integration of economic growth, community development, health and culture. This is a Study Mission that should not be missed.

About the Study Mission
The Sacramento Metro Chamber organizes an annual Study Mission to a destination in North America to learn best practices, expand thinking, inspire new ideas and provoke meaningful collaboration. Annually, the program enables local leaders to align around a common vision, strengthen relations, and collaborate on building a more vibrant community at home.
The delegation representing civic, business and elected leadership will glean insights from a cross section of Toronto’s leaders through dozens of presentations, conversations, cultural experiences, and guided tours. The goal is for Sacramento’s delegation to gain understanding of Toronto’s
innovations, successful outcomes, unique partnerships, lessons learned and leading economic, cultural, and civic approaches.
What makes Toronto one of the best cities in the world to live? According to the Global Livability Index, it’s Toronto’s extraordinarily multicultural population that makes it shine. Forbes’ 2022 list of best international cities applauded Toronto for its infrastructure, education, access to culture, sports
and green space. Toronto was also recognized in
2023 as one of the best cities for students.
This year’s program focuses on how Toronto embraced inclusion, culture, people and place. As a city that celebrates these values to create a potent, cultured and welcoming atmosphere, the program will feature topics of specific interest to Sacramento’s pursuit of vibrant neighborhoods, civic amenities, waterfront and greenspace activation, quality of life, and mixed use/reuse of historic centers and corridors.

What is the Annual Study Mission?

What do attendees gain by participating in Annual Study Mission?
Our delegation will gain a thorough understanding of Toronto’s innovations, successful outcomes, unique partnerships, challenges both encountered and overcome, lessons learned, and leading economic, cultural, and civic impacts that resulted from our host city’s leaders’ efforts.
How has the Greater Sacramento Region benefited from the Annual Study Mission?
Past Study Mission cities included visits to Indianapolis in 2019, Brooklyn in 2018 and Chicago in 2015, just to name a few. Some of the programs and projects that resulted from past Study Missions include the following: The Railyards development, Old Sacramento redesign, Sacramento Brandathon, Emerge Summit for young professionals, Measures Q & R, and more.

RESERVATIONS: Reservations are based on space availability and will be confirmed upon receipt of registration and full payment.
WAITING LIST: If the program sells out, only upon submission of a waiting list form will you be put on the waiting list. If there is a cancellation, the first person on the list will be contacted and a notice with invoice will be e-mailed.
PAYMENTS: Please make checks payable to I.S.Tours. Registration payments are due no later than September 01, 2023. All payments received after September 01, 2023, are considered late and will be charged a $100.00 late processing fee. Confirmation is subject to space availability at prevailing rates. Please note that payments by credit card (Visa, MasterCard or American Express) will incur a convenience fee of up to 3.1%. Your statement will reflect the name of I.S. Tours when the charge is posted. NOTE: Your travel documents WILL NOT BE RELEASED if payment is not received by September 01, 2023.
NAME CHANGES: Name changes are allowed without a fee prior to August 10, 2023. From August 10 – September 8, 2023, name changes are allowed with a $200 charge. No name changes are allowed after September 8, 2023. A change of name form must be provided and emailed to I.S.Tours at mayesa@istours.com. I.S.Tours assumes no responsibility with respect to monies between participants.
CHANGES: The Sacramento Metro Chamber has the right to withdraw the program, or any part of it to make such alterations in the itinerary deemed necessary, or to substitute services of comparable value. Unused portions of the program are not refundable.
EXPENSES: Prices include only those services specifically stated in your tour package. Items such as room service, telephone calls, optional activities and other incidental items not specifically stated in your package, are not included.
CANCELLATIONS: Cancellations must be made in writing and must be emailed to I.S.Tours at mayesa@istours.com. A $250.00 per person penalty plus any hotel and airline penalties will apply from date of booking through July 1, 2023. July 2 – August 10, 2023, a $500 per person penalty plus any hotel and airline penalties will apply. From August 11, 2023, to date of departure, the full registration fee is non-refundable and may result in loss of entire program cost. There are no refunds for no-shows.
RESPONSIBILITY: The Sacramento Metro Chamber and I.S.Tours, their representatives and agents act only as intermediaries between travel program participants and airlines, hotels and other public service organizations. Both the Sacramento Metro Chamber and I.S.Tours disclaim any liability for claims, losses, damages, costs for expenses arising out of injury, accident or death, inconvenience, loss of enjoyment, loss of pay, upset disappointments, distress or frustration, whether physical or mental resulting from acts of God, weather, overbooking incurred by said persons or operators to either passengers or baggage from whatsoever cause.
I.S.Tours MAINTAINS A TRUST ACCOUNT (#3368097493) to protect its clients’ payments pending distribution to suppliers. Additionally, I.S.Tours participates in California’s Travel Consumer Restitution Fund. Our registration number is 2085879-40. A claim can be filed with the California State Attorney General within 60 days after you suffer or become aware of loss. Registration as a seller of travel does not constitute approval by the state of California.
AIR TRANSPORTATION: For scheduled service, Air Canada and United Airlines are the official airlines for the 2023 Study Mission. Flight delays and cancellations can occur and are completely outside of the control or responsibility of the Sacramento Metro Chamber and I.S.Tours. In the event of a delay or cancellation, Air Canada and/or United Airlines, not I.S.Tours, determines and provides the compensation, if any, to be provided to passenger(s). Air Canada group tickets cannot be changed and are non-refundable/non-reusable once ticketed. United Airlines tickets are non-refundable once ticketed. Please verify baggage policy for each carrier prior to departure.
DOCUMENTATION: ALL passengers must present a valid U.S. or Canadian passport to travel into Canada and back into the United States. You must submit your name as it appears on this document and your date of birth, as required by TSA. Failure to comply may result in denied boarding and no refunds will apply.
